The Hunter New England and Central Coast Primary Health Network (HNECC PHN) has appointmented Ms Anna Barwick, Dr David Lockart and Mr Nicholas Flood as new Board Members.

Anna Barwick

Ms Anna Barwick is a passionate advocate for rural and women’s health. A clinical pharmacist and senior lecturer at the University of New England, she is also pursuing a PhD at the University of Queensland, focusing on telehealth to improve healthcare access in rural communities.

Anna’s dedication has been widely recognised, most recently with the Medal of the Order of Australia (OAM) 2025 Australia Day Honours. She was also named the 2021 NSW Pharmacist of the Year by the Pharmaceutical Society of Australia and 2022 Regional Woman and NSW Premier’s Woman of the Year. A diabetes and asthma educator, pharmacist immuniser, and ANZCAP-recognised consultant, Anna continues to advance healthcare in underserved areas.

In addition to her academic and clinical roles, Anna mentors young women through the Country to Canberra initiative and holds senior leadership positions on multiple boards and committees, where she advocates for improved rural health outcomes and the empowerment of women.

David Lockart

Dr. David Lockart is a dedicated general practitioner committed to improving healthcare through education, leadership, and advocacy. Based in Tamworth, NSW, where he was born and raised, David completed his medical studies at UNSW before returning to Tamworth in 2013 to complete his GP training.

David is a GP and director at Tallowwood Health, a practice he joined as a registrar and later co-owned in 2018. Under his leadership, Tallowwood Health was named the RACGP National Practice of the Year in 2022. He also mentors aspiring GPs as a Medical Educator with the RACGP.

From 2017 to 2024, David served as a member and later chair of the HNECC PHN Rural Clinical Council, offering insights into local healthcare challenges. He is also the chair of the North West Health Professionals Network, fostering collaboration among local practitioners to enhance community health and professional connections.

Nicholas Flood

Mr Nicholas Flood has been the Managing Director of IBM Australia since July 2021. Previously, as Director and General Manager for Federal Government, he led IBM’s efforts to support Australia’s goal of becoming a top three digital government by 2025.

Since joining IBM as a graduate, Nicholas has held strategic leadership roles across Federal Government and Financial Services, playing a key role in establishing IBM’s Whole of Government Agreement and driving its innovation agenda.

Beyond IBM, he serves on industry boards, including the Australian Information Industry Association’s ACT and Federal Council and The University of Sydney’s Board of Advice, shaping technology’s role in government and the digital economy.

Nicholas holds an MBA from the University of Sydney, where he was awarded the Business Leader Post-Graduate Scholarship and the Gold Lion Award. He also holds undergraduate and postgraduate degrees in commerce and business research, supported by an Australian Postgraduate Award scholarship.
